ABOUT:
On December 2, 2021, the California Public Utilities Commission (CPUC), in response to Governor Newsom’s Summer Reliability Emergency Proclamation, created a new path for energy efficiency to support the grid. MAP is a $150 million statewide demand-side initiative that aims to increase summer grid resilience by reducing and shifting energy at peak times. In that same decision, the CPUC authorized an additional $30 million for the IOUs to support development of the Summer Reliability Program (SRP). SRP is also aimed at energy efficiency savings to reduce peak loads, using additional market approaches to ensure comprehensiveness. The remainder of this article however only addresses the MAP program. We will provide more details about SRP once more information is available.
MAP is intended to deliver greater peak savings by paying substantially more for reductions in the summer during the 4-9 PM peak period over the next two years but will also support long-term load reduction to support climate goals. Here is a broad overview of MAP:
- A lead implementer enrolls multiple aggregators that bring in energy saving projects.
- Aggregators may choose between a choice of Lead Implementers in the utility service territory.
- MAP operates on a stand-alone basis, separate from PA EE portfolios. There are no cost effectiveness requirements.
- The program pays for performance based on Total System Benefit (TSB), with kickers for summer peak and net-peak savings.
- Main focus is on permanent summer load reductions (EE, Storage), but the program also integrates with DR
During both webinars, the program sponsors will outline and detail newly rolled out program implementation and M&V plans that define their MAP offerings. In both webinars, members will hear first hand about how to become an aggregator, how to enroll projects, and how performance will be tracked for payments. The tools and services available to aggregators will be outlined for members to thoughtfully consider their own go-to-market strategy.
CEDMC members have a unique role to play in contributing to MAP by bringing projects forward in this streamlined model. Since MAP is intended to be incremental to the existing EE portfolio, third-party MAP offerings can be combined with DR efforts, and can include a wider range of measures if they demonstrate impacts at the meter, members have an open opportunity to test new approaches to market delivery of energy efficiency projects.
