Cathy Fogel is Senior Analyst with the Demand Response group at the California Public Utilities Commission, responsible for overseeing the Demand Response Auction Mechanism (DRAM) III pilot and evaluating the DRAM I and II pilots.  In her eight years as an energy regulator with the CPUC she has led the energy efficiency planning group, served as Zero Net Energy project lead, overseen a variety of residential and commercial efficiency programs and led the creation of the California Energy Efficiency Strategic Plan. Prior to joining the CPUC Cathy worked with several energy and environmental groups including the Center for Resource Solutions (CRS), and the Climate Group. Cathy holds a B.A. in International Relations and a Ph.D. in Environmental Policy from University of California.
