Elizabeth Stuart is a Program Manager in the Electricity Markets and Policy Group at the Lawrence Berkeley National Laboratory. She conducts research and provides technical assistance on demand side management (DSM) programs and policies. Liz has been lead or co-author on over 20 LBNL reports and policy briefs whose topics include integrated demand-side management, building energy benchmarking policies and labeling, ESCO industry and market trends, ratepayer-funded energy efficiency programs and policies, evaluation measurement and verification (EM&V), and the energy efficiency services sector workforce. She manages the development team and leads stakeholder engagement for eProject Builder, the national web-based energy projects data management system for energy service companies and their customers.
Liz serves on the Evaluation and Behavior Committees of the Consortium for Energy Efficiency and is co-chair of Berkeley Lab’s Women Scientists and Engineers Council (WSEC) Networking Committee.
Prior to joining LBNL in June of 2009, Liz garnered over 13 years’ experience as a project and department manager in the entertainment software industry. She also worked in the City of Berkeley Mayor’s office on the Berkeley FIRST solar financing program (the progenitor of Property Assessed Clean Energy, or PACE, financing).
Liz holds a Master’s of Business Administration in Sustainable Management from Presidio Graduate School in San Francisco and a Bachelor’s degree in Radio/TV/Film from the University of Arizona.
