Special Advisor to the Governor for Energy Efficiency

Jeanne Clinton is California’s Special Advisor for Energy Efficiency, based at the California Public Utilities Commission and advising the CPUC and Governor’s Office. Her current focus is leading state policies and regulations to drive scaled markets for efficiency and distributed resources, with considerable attention to investment capital structures, competitive procurement, and market mobilization. She previously served as Governor Schwarzenegger’s Clean Energy Advisor at the PUC (with leadership roles on the Calif. Solar Initiative and Energy Efficiency Strategic Plan) and consultant for his 2004 Green Building policy initiative. Jeanne has decades of experience traversing both state/local government roles and US and international consulting experience. She has regularly tackled the nexus of policy and market engagement strategies for clean energy issues, sustainable development, and climate mitigation. Prior employers include the Calif Power Authority, Energy Commission, New York City, Oakland, and Palo Alto; as well as Barakat & Chamberlin and Hagler Bailly/PA Consulting. She spent a year as resident advisor to the Vietnam Ministry of Industry and its Energy Regulatory Authority. She has degrees from Dartmouth College and UC Berkeley.
