Ms. Richardson has been in the energy efficiency industry since 1991 as a market researcher and energy efficiency EM&V practitioner. She led PG&E’s EM&V group from 1998-2008. During that period, Ms. Richardson represented and advocated EM&V practices, reports and policies in CA and served as an expert witness for PG&E. She also served in a public capacity where she chaired both the California Measurement Advisory Council (CALMAC) and the earlier group, California Demand-side Measurement Committee (CADMAC). These organizations developed and updated CA’s first generation of EM&V protocols and set in motion a process for updating and applying deemed estimates using the DEER data base. Ms. Richardson has extensive institutional knowledge regarding energy efficiency and evaluation practice and policies in CA and nationally. Recognized as a leader in the field and as such, Ms. Richardson has been asked to peer review various industry protocols, whitepapers, and government studies. She can bring this level of knowledge and expertise to help with interpreting and influencing EM&V technical and policy positions to support industry members, the energy efficiency industry and the state of California. As a native Californian, from Oakland; Ms. Richardson has a MBA in Business Administration from Saint Mary’s College in Moraga, CA and a BA in Marketing from San Jose State University.
